Subject: Canada - Proposed Amendments to the Carriages and Strollers Regulations (SOR/2016-167) Published in Gazette
The Department of Health has proposed to update Carriages and Strollers Regulations and published in Gazette. The following are the highlights:
Mechanical requirements
Carriages and strollers shall comply with:
(1)ASTM F833, except sections 5.3, 5.12, 8 and 9; or
(2)ASTM F833 sections 6.8 and 6.10 and ISO 31110 except sections 6, 7, and 10
Chemical requirements
Prohibited substances
The following substances shall not be present in a carriage or stroller:
Toxic substances
If a carriage or stroller contains a toxic substance, one of the following requirements shall be met:
(1)The substance must not be capable of being ingested, inhaled or absorbed through the skin.
(2)The total quantity of the substance for a child who has a body weight of 10 kg must not exceed the lesser of
(3)The toxicity of the substance shall not exceed the limits set out in Schedule 1:
Surface coatings
A sticker or film that can be removed or a surface coating material of accessible part of a carriage or stroller shall not contain:
(1)> 90 mg/kg total lead
(2)any compound of antimony, arsenic, cadmium, selenium or barium if more than 1000 mg/kg of the compound migrates from the material
(3)> 10 mg/kg total mercury
Phthalates
(1)A carriage or stroller shall not contain more than 1000 mg/kg of the following phthalates:
(2)Any part of a carriage or stroller that can, in reasonably foreseeable manner, be placed in the month of a child under 4 years old shall not contain more than 1000 mg/kg of the following phthalates:
Labelling requirements
The fonts height of required information required shall not less than 2.5 mm. The languages shall be in both English and French.
The following information shall be permanently printed on every carriage or stroller:
(1)in the case of a carriage or stroller that is manufactured in Canada, the name and principal place of business of the manufacturer or the person for which the carriage or stroller was manufactured
(2)in the case of a carriage or stroller that is imported for commercial purposes, the name and principal place of business of the manufacturer, the person for whom the carriage or stroller was manufactured or the importer
(3)the model name or model number of the carriage or stroller
(4)the year and month of manufacture of the carriage or stroller
The following additional information shall also be present:
(1)If it is sold not fully assembled, how it is to be assembled
(2)how it is to be folded and unfolded, if it is capable of being folded
(3)the manufacturer's recommended maximum weight of the child
(4)the manufacturer's recommended use positions
(5)how the braking device is to be operated
(6)how the child restraint system is to be used
(7)in the case of carriages or strollers with an integral or added part that is intended to carry a load, the details of the maximum permissible load
(8)how it is to be maintained and cleaned
(9)any other information for safe usage.
The following information shall be printed permanently on a container/packaging of a carriage or stroller:
(1)in the case of a carriage or stroller that is manufactured in Canada, the name and principal place of business of the manufacturer or the person for which the carriage or stroller was manufactured
(2)in the case of a carriage or stroller that is imported for commercial purposes, the name and principal place of business of the manufacturer, the person for which the carriage or stroller was manufactured or the importer
(3)the model name or model number of the carriage or stroller
(4)the year and month of manufacture of the carriage or stroller
Warning in general
The following warning shall be affixed to every carriage or stroller permanently:

Warning and instructions for removable wheel
If a carriage or stroller with a removable wheel-fork assembly, the following information shall be printed on the wheel fork permanently:
(1)WARNING
Fall Hazard. Wheel can detach and cause tip over.

(2)How to verify that the wheel is securely attached.
Warning for foam
If a carriage or stroller with a removable cover places over foam on a tray or grab bar, the following warning shall be printed on the foam permanently:

Choking hazard. Only use with cover installed.

Requirement and warning for flexible film bag
A flexible film bag that contains a carriage or stroller or that is in the container shall meet at least one of the following requirements:

Plastic bags can be dangerous. To avoid danger of suffocation, keep this bag away from babies and children.
