On 2 April 2025, the European Commission approved and published Commission Regulation (EU) 2025/660 to add Entry 50a to Annex XVII to the EU REACH Regulation (EC) No 1907/2006, which restricts 18 polycyclic aromatic hydrocarbons (PAHs) in clay targets for shooting. The amendment shall enter into force on 22 April 2025 and will apply from 22 April 2026.

Polycyclic aromatic hydrocarbons (PAHs) were found present in binders in clay targets (clay pigeons) used by sports shooters and small game hunters to practice. The binders are e.g., coal tar pitch, high temperature (CTPHT), petroleum pitch or other types of resins. Many PAHs are hazardous substances due to their carcinogenic, persistent, bioaccumulative and toxic (PBT) and/or very persistent, very bioaccumulative (vPvB) properties.
